The partnership created new options for child care in Rogers Park (and Edgewater). Such options addressed the needs of the diverse populations (i.e. diverse economic backgrounds and schedules of hours). Partners complimented the work of the Early Childhood Network (ECN) convened by State Representative Carol Ronen.A 3-year project was funded by HUD’s COPC grant.

This project evaluated DCFS' Family Centered Services (FCS). Illinois is divided into 60+ Local Area Networks (LANs) each with its own FCS programming. CURL sub-contracted with University of Illinois to do an in-depth analysis of two Chicago LANs. 15+ social service agencies and community organizations located in LAN 65 and 67 were also involved in the project.

CURL supported a graduate student from the School of Education as she developed a youth-based literacy program to foster the love of reading and creative writing. The program she created, Open Book, received funding and began operating in two South Side public schools. In 1999-2000, Open Book expanded to six schools. As of 2009, the project has expanded to 12 elementary schools in Chicago.
