In January 2004 the Mayor's Office of Domestic Violence (MODV) and Loyola University Chicago Center for Urban Research and Learning (CURL) initiated a two-year collaborative evaluation of the City of Chicago Domestic Violence Help Line. The National Institute of Justice funded this study to assess the effectiveness of the Help Line's operation in meeting the needs of diverse victims of domestic violence under its "Broadening Our Understanding of Violence Against Women From Diverse Communities" initiative.

This project was a participatory research evaluation with tenants at Cabrini Green to provide voice in the redevelopment of Cabrini under the Chicago Housing Authority Transformation Project (Hope VI) move to mixed income housing. Through the use of a survey of current residents, the project built a demographic profile of Cabrini households. This provided a baseline for the planning process.

The Every Block a Village Online (EBVOnline) program received Telecommunication and Information Infrastructure Assistance Program (TIIAP) funding to use Web TV technology to organize and inform the community about health related issues. CURL guided the participatory evaluation of this process. The team developed baseline measures, participated in leadership training, and assessed the project’s progress.
