Winnebago County Innovations in Reentry Planning Project

CURL is collaborating with Loyola’s Center for Criminal Justice Research (CCJ) and the Winnebago County’s Partnerships and Strategies Reentry Committee to develop an integrated reentry system that is organized around risk, needs and responsivity principles. CURL and CCJ will be supporting the committee in its efforts to (1) examine current reentry processes in Winnebago County, (2) develop an integrated reentry system informed by risk, needs and responsivity principles and (3) evaluate reentrant programming in Winnebago County.
The research team will be collecting and analyzing a wide variety of data about programmatic strengths and weaknesses and identify needed partnerships. The research includes a survey of community organizations that provide services to individuals experiencing reentry; interviews and focus groups with reentrant program staff, along with officers/staff from probation, parole and the county jail who implement programming. The research team will also conduct a recidivism analysis for Winnebago County reentrant programs using administrative and other relevant data about participants (ex: circuit court adjudication data, arrest data, etc.) provided by Winnebago County.
Finally, the research team will facilitate and provide research support for a working group that brings supervision agencies and reentrants together to collaboratively develop a plan for implementing an integrated reentry system informed by RNR principles that will address the gaps and barriers to accessing appropriate services in Winnebago County, as well as processes and practices that contribute to unsuccessful reentry in Winnebago County.
